Permission to Build, a Complex Waiting Game
After 25 years in the construction sector, Getaneh Terefe, a foundation architect, is amazed that getting a construction permit for buildings has remained a difficult task. He owns a consultancy firm called GT Consulting Engineers, where he works with a staff of four. He has so far participated in the designs of United Bank S.C., Zemen Bank S.C., Heineken Beer Factory, Awash Towers, International Community School building and Ministry of Defence Headquarters around Old Airport.
Depending on the type of construction, the permits are to be sought at wereda, district or municipality level.
Getaneh has found the big problem to be the limited capacity of the licensing government bodies at all levels, going all the way down to the wereda structure.
