Zimbabwe: Contract Sparks Finger-Pointing

Public Works Minister, Joel Gabuza Gabbhuza, and his permanent secretary, Engineer George Mlilo, have distanced themselves from a multi-million dollar Plumtree-Mutare highway dualisation deal, which the State Procurement Board says violated public contracting regulations. The government early this year contracted Group 5, a South African contractor listed on the Johannesburg Securities Exchange, to do the design and installation of a multi-million dollar Plumtree-Mutare highway modernisation without going to tender, and in circumstances that have led to finger-pointing among senior government officials.
