Government Plans To Improve Service Delivery Performance

Pretoria - Delivery agreements based on government's 12 outcomes to improve performance and speed up service delivery are to be signed in the coming weeks.

Minister in the Presidency responsible for Performance Monitoring and Evaluation Collins Chabane said the delivery agreements, which is a negotiated agreement between the key partners (government ministers and stakeholders) who will work together to deliver on an outcome, will be signed from tomorrow and over the next few weeks.

The agreements are detailed and provide descriptions of key activities - who needs to do what, by when and the resources needed to deliver on a particular service delivery outcome. Accountability therefore on the delivery of an outcome lies with all the roleplayers who will be involved in providing that outcome.

Minister Chabane said on Wednesday the delivery agreements followed the successful completion of the performance outcomes and the signing of performance agreements between President Jacob Zuma and ministers in April.

New Technology to Improve Housing Delivery

Johannesburg - The Department of Human Settlements is on a quest to find new technology that is both cost effective and quality orientated to provide better housing for South Africans.

This technology needed to be environmentally friendly, sustainable and address other challenges facing housing in the country, Human Settlements Minister Tokyo Sexwale said on Wednesday during the department's Alternative Building Technologies Indaba in Sandton.

The two-day indaba brings together officials from all spheres of government, the private sector, regulatory authorities, scientific, research and tertiary institutions.

Sexwale called on delegates to ensure that the indaba was more than just a "talk shop", urging them to make it a productive working session that would give rise to ideas that could be implemented.

He said his department was looking for new ways of building better homes, which included new green solutions and mechanisms for responding to climate change.

Mayors to sign delivery agreements

Pretoria - Nelson Mandela Bay Mayor, Zanoxolo Wayile, and several other mayors are expected to sign a Delivery Agreement with Cooperative Governance and Traditional Affairs Minister, Sicelo Shiceka, on Thursday.

The delivery agreements, announced by the Minister of Performance Monitoring and Evaluation in the Presidency, Collins Chabane, ensure accountability and cooperation to achieve the targets laid down in government's mid-term Programme of Action (PoA) between now and 2014.

Thursday's agreement deals specifically with Outcome 9 of the 12 outcomes that seek to ensure a "responsive, accountable, effective and efficient" local government system.

Wayile said that the signing of the agreement would take place within the principle of cooperative governance and "working together to build a better life for all".

He added how proud he was to be part of a life-changing agreement which will hold mayors accountable for the implementation of the PoA.

The signing will take place from 10am - 2pm at Emperors Palace, Kempton Park. - BuaNews

EU pledges millions to SA schools

Pretoria - The European Union (EU) has pledged $165 million to improve primary education in South Africa.

The pledge was made during President Jacob Zuma's visit to Belgium - a country that will be working more closely with South Africa.

Zuma said on Tuesday he was pleased to see agreements being signed in various sectors, including education, saying the implementation of these would be for the mutual benefit of both countries.

"South Africa is committed to work closely with Belgium in the identification and implementation of various projects, which have the potential to assist SA in achieving its development objectives in a win-win situation with all stakeholders concerned," said Zuma.

The President said they planned to conclude a wide-ranging economic partnership agreement between the southern African regional economic body and the EU.

Zuma said the outcome of these discussions was a clear demonstration of the progress the two countries had made.

"We ... can continue to build on our excellent bilateral relations, which is indicative of the friendship that exists between our peoples," said Zuma.

Government calls on private investors for solar park

Midrand - Government has extended an invitation to the private sector to invest in an envisaged solar park in the Northern Cape.

Energy Minister Dipuo Peters said at a media briefing on Tuesday that the creation of the solar park is expected to cost anything between 10 and 15 million US Dollars. The Energy Department hopes a large portion of this will be raised by the private sector.

"The cost of developing the actual solar plants is estimated to run into billions of US dollars, but this will be incurred over a period of ten years. These costs will largely be incurred by the private sector," said Peters.

A solar park is a concentrated zone of solar generating facilities (plants) and manufacturing of solar components.

Last year, the department signed a Memorandum of Understanding with the Clinton Climate Initiative (CCI) to prepare a pre-feasibility study into the country's potential of creating a solar park. The study was done with the financial and technical support of the CCI.

ABSA Bank Diversifies Into Construction

Pretoria - Cash strapped families in the Eastern Cape are expected to benefit from a partnership between government and the private sector that aims to provide affordable housing units.

On Monday, Human Settlements MEC Nombulelo Mabandla signed a partnership agreement with Absa Development Company (DevCo) to facilitate cooperation between her department and Absa in developing housing units.

These units, which can either be leased or bought, are aimed at families in the Eastern Cape who have a combined monthly income of not more than R15 498 as well as those who have no income.

As part of the agreement, Absa will identify projects and develop proposals for the department's approval.

The projects would be built throughout the province, particularly in rural areas, in a mixed mode of rental and home ownership with the aim of integrating communities into one sustainable human settlement, the department said.

The agreement is expected to be of particular benefit to middle income earners who did not qualify for low cost housing but could not afford expensive bonds either.

The AZA Pavilion is a live, full scale demonstration building on Mary Fitzgerald Square using a range of alternative building materials. The building demonstrates not only light-weight and fully insulated building materials (that can be handled by women), but also demonstrates an alternative approach to the design and construction methods of community-based, integrated housing models.
