Main activities carried out by National Assembly in 2011
Angola, Luanda – The National Assembly (Angolan Parliament) over the year 2011 carried out several activities, during ordinary and extraordinary sessions of the plenary and speciality commissions, with stress to the following: January 2011 18 – National Assembly approves the draft law on national holidays, which has as main features the introduction of the National Celebration Dates and reducing the number of holidays; 19 – Approval, within special commissions, of the laws that alter the Civil Code, Notary, Land Registry, Legal Regime of the Notary, Administrative Offences, Law on Public Holidays; 23 – Approval of the organic laws of the Supreme Court, Superior Council of Judiciary and Public Prosecution Service, reform of the justice sector and the Constitution; 28 – Solemn session in homage of the visit of the president of Guinea Conakry, Alpha Conde; February 2011 24 – Speaker receives compilation of rulings and resolutions produced over the 10 years of the Audit Court; March 2011 22 – Delegations visit Lunda Norte province to learn about the functioning of the local MPs. 31- Aproval of Draft on creation of Municipalities of Belas, in Luanda; April 2011 14 – Specialty Commissions approve draft that authorise tPopulation and Housing Census and three other laws relating to telecommunications; 15- Parliamentary delegation attend the Inter-parliamentary Union session in Panama; 19 – Approval of the Basic Law on Private Investment, while the law that authorises legislation on People and Housing Census gets green light; The head of the main opposition Unita parliamentary banch, Alda Sachiambo, resigns from her National Assembly post; June 2011 03 – Mozambican National Assembly speaker, Verónica Nataniel Macamo, starts official visit to Angola 09 – Speaker Paulo Kassoma chairs in Lubango, southern Huila province, the opening of the 29th plenary session of the SADC Parliamentary Forum; 13 – Minister of Parliamentary Affairs, Norberto dos Santos, holds a work session with the Mozambican ambassador to Angola, António Matonse; 21- Approval of seven laws, with stress to the Law on Domestic Violence; 27 – Solemn session on the occasion of the visit of East Timor president, José Ramos Horta, to Angola; July 2011 06 – Speaker Paulo Kassoma grants audience to new ambassador to European Union to Angola, Javier Puyol; 19- Analyse and approves report from the Parliamentary Enquiry Commission on alleged cases of “political intolerance” in Huambo province; 26 – Approval of Alteration to the political and administrative division of the provinces of Luanda and Bengo; August 2011 16 – Approval of draft on Electoral Legislative Package; 24 – Speaker Paulo Kassoma grants audience to new Chinese ambassador to Angola, Gao Kexiang; September 2011 08 – Speaker Paulo Kassoma holds separate meetings with delegation of Spain Kingdom Congress and Liberian envoy, Conmany Nesswh; 27- Standing Commission gathers to prepare opening of 4th Legislative Session of second Legislating Period;0 October 2011 04 – Speaker Paulo Kassoma starts three-day visit to Windhoek, Republic of Namibia, where he witnesses the homage to the Namibian martyrs who fell in the 1904-1908 genocide, and received in audience by local head of State, Hifikepunye Pohamba; 18 – Opening of 4th Legislative Year of the second legislating period; 19 – Speaker Paulo Kassoma receives in audience the ambassador of South Korea to Angola, Hangu Oh; 20 – Solemn session on the occasion of the visit to Angola of Brazilian president, Dilma Rousseff; 23 – Approval of laws reviewing the Organic structure on general elections, electoral registration, electoral observation for 2012; 26 – Analysis and approval of draft of Law that alters the Law 12/10, on fight against money laundry and terrorism funding; 27 – Approval of draft resolution on adhesion of Angola to the Convention on stolen cultural items or illegally exported, the Treaty for setting of limits of Okavango-Zambezi preservation project, as well as the accord between Angola and Brazil on extradition, transfer of sentenced persons and Mutual judiciary aid; November 2011 09 – Approval of draft law on delimitation of the municipalities of Luanda province; 10 – Approval of draft on Territory Organisation; 17 – Speaker Paulo Kassoma meets in Luanda with Portugal prime minister, Passos Coelho; 18 – Seven days official visit to Cuba where he paid a homage to Cubans soldier who fell in the liberation struggle in Africa, particularly in Angola and was received in audience by president Raúl Castro; 23- Parliaments of Angola and Cuba agree to institutionalisation of a cooperation mechanism; 30 – Approval of seven draft laws on juridical regime of private and public associations, on tax code, fiscal executions, cinema, audiovisual and patronage; December 2011 08 – Approval, with amendments, of State Budget for 2012; 09 – Unanimous approval of the Organic Law on General Elections for next year.
